Housing Could Stay Frozen Through 2027 and the Lock In Effect Has Everyone Stuck

The US housing market has entered its awkward phase where nobody can buy and nobody wants to sell. Mortgage rates rose above 7%, adding $363 to the monthly payment on a typical new mortgage, and a median income household earns less than three quarters of what a median priced home requires. Homeowners with cheap pandemic era loans are clinging to them like a security blanket. The result is a market that has simply stopped moving.

The Great Standoff Between Buyers and Sellers

Average rates on 30 year fixed mortgages rose above 7%, their highest in more than three years and a long way from the 2% range of the pandemic era. Surging rates added $363 to the monthly payment on a new mortgage for a typical home (Hyatt, 2026).

A median income household earns less than three quarters of what it needs to afford a median priced home. Nancy Vanden Houten of Oxford Economics says higher rates have put homeownership out of reach for about 5 million more households this year (Hyatt, 2026).

Golden Handcuffs Come in Fixed Rate

Owners who locked in low rates during the pandemic are reluctant to move, a pattern known as the lock in effect. That reduces homes for sale and keeps prices high (Hyatt, 2026).

The article points to the war in Iran, tariffs and the AI boom, among other factors, as part of the pressure on rates and costs (Hyatt, 2026).

The Forecast Has Left the Chat

Oxford Economics raised its 2027 average mortgage rate forecast to 7%, up from 6.4% in its September call (Hyatt, 2026).

Goldman Sachs expects homebuilders to start 870,000 homes in 2027, down from 900,000 in 2026. Both sets of forecasts point to a market that stays frozen through 2027, with stagnant sales and slowing construction (Hyatt, 2026). Here housing starts is the figure to watch.

Builders are feeling it already. The National Association of Home Builders confidence index fell to a 14 year low in October, and chief economist Robert Dietz said buyer traffic is at its lowest since April 2012, excluding the pandemic onset in April 2020 (Hyatt, 2026).

Everyone is waiting for a better rate, and the market is waiting right along with them.

What You Can Actually Do About It

If you are buying, run your budget at several rates instead of the best case, get preapproved, and keep emergency savings after the down payment. Do not stretch to the maximum a lender will approve. If you already hold a low rate, think hard before giving it up. If you rent, compare the full cost of renting against buying and negotiate your lease terms. Then ask yourself, if mortgage rates stayed above 7% through 2027, what would you do about your housing plans?
